ADMINISTRATIVE AND FINANCIAL OFFICER

TAPSA Programme

TAPSA   is   a   multi-country,   mulita-year   programme   promoting   peasant   agro-ecology   and   food sovereignty. The TAPSA programme in Timor Leste involves 4 local organisations working in partnership with the French NGO CCFD-Terre Solidaire and supported by the French Development Agency (AFD).

The TAPSA Programme is recruiting an administrative and finance officer to support the project in Timor Leste. The person will be in charge of the verification and the consolidation of financial reports, and the support of the TAPSA partners in Timor Leste.

The person will work in collaboration with two program coordinators to ensure consistency between the operational and financial aspects of the programme.

 MAIN ACTIVITIES                                                                                                                                                                           

1 –  Strengthen and support partners in the financial management of their TAPSA projects

  • Support, advise and verify the partners’ monthly accounting statements and their treasury control, based on the tools and procedures valid in the country and in the TAPSA procedural guide.
  • Support, advise  and  verify  the  classification,  validity  and  conformity  of  the  programme's documentary evidence (originals preserved by each partner).
  • Provide advice to partners to ensure the compliance of project expenses.
  • Support and  make  recommendations  to  partners  to  correct  potential  errors  identified  in  the accounts.
  • Prepare and send a brief monthly report to CCFD-Terre Solidaire of the reviews carried out with each partner and of the recommendations made when appropriate.

2 – Guarantee the application of co-financing procedures and contractual obligations

  • Help, support and advise the partners in accounting and finance in accordance with the funder(s)’ rules.
  • Support the partners to adopt appropriate administrative and financial tools as provided in the TAPSA procedural guide, in cooperation with CCFD-Terre Solidaire and program coordination.
  • Be  aware  of  the  partner’s  internal  procedures  and  verify  the  conformity  with  the  funder’s requirements.
  • Support partners in the formalisation of new procedures when needed, and provide new financial tools to help the justification of the expenses when it’s necessary.
  • Alert CCFD-Terre Solidaire and program coordinators about any difficulties and risks in the financial and administrative management of the programme and help find appropriate solutions.

3- Provide quarterly consolidated financial reports and half-year funding requests

  • Validate quarterly financial reports (format and content) prepared by the partners (in English), and support them if they face any difficulties filling the form transmitted by CCFD-Terre Solidaire.
  • Prepare the consolidated half-year financial reports in English following the schedule in the TAPSA procedural guide and based on reporting tools in the CCFD-Terre Solidaire format.
  • Control and consolidate the half-year payment requests by partners based on their technical and budget schedule (as validated by CCFD-Terre Solidaire) and the preceding interim financial report.
  • Bring the necessary support to partners in case they face difficulties managing their budget, or estimating future expenses according to their provisional activities.

4- Support partners in the preparation of the program audit

  • Prepare and co-organise the audits stipulated on the basis of the Terms of Reference approved by the funder(s).
  • Collect and help partners organize their accounting documents in preparation for the audit, based on the sample provided by the audit agency.

 PROFILE                                                                                                                                                                                             

  • Degree in administration and financial management
  • Knowledge of Timor Leste Accounting Standards
  • Experience in budget design and monitoring
  • Good command of Excel
  • Ability to work in a team
  • Ability to train, support and advise
  • Good knowledge of English (written and spoken)
  • Experience in monitoring internationally funded projects (preferable)

 CONTRACT AND REMUNERATION                                                                                                                                              

  • Based in Dili – Timor Leste
  • Beginning of the contract: March 2020
  • Part-time (2 weeks per month)
  • A 6 month contract, followed by a 1,5-year contract

The interviews will take place in Dili on March 6 and 9 (2 hours: discussion + practical test). The signing of the contract and the initial training will take place on March 10.
